(narrator) henry moore was the world's foremost sculptor for 40 years. his creative legacy in many ways exemplifies the cultural ambitions of his time. he was every bit as surprising and complex as his art, a miner's son who refused a knighthood, a sculptor who caught the public's interest with his drawings, d ryt with a common touch. commissioner moore's questions to a certain extent asking about how we treated things in eastern neighborhood and how that applies to western soma. and i recognize that every treatment -- i know we've been trying to -- we looked at market octavia and we looked at eastern neighborhoods. we're trying to create some degree of consistency across how the code treats some general principles and i just think that to the extent that that was done in eastern neighborhoods or in other plan areas, i think it's u.n. reasonable to see how we might do this in this plan area. if there is a strong compelling reason not to to understand what those compelling arguments are, and how it impacts people because, again, i think there's a reasonable expectation that what happened in the process of eastern neighborhoods would then carry over to the new process. and, so, i think that's what we need to kind of figure out and work on. and then the same thing you're talking about with grandfathering, i don't know how many other projects fit the same parameters of the 11th street. maybe they're the only one.

have cards, charley goth from the apartment association, also victoria and stefan moor and also brian davis. >> i am a community organizor with the commission sro collaborate ive. the purpose is to improve livering conditions and fight for housing justice. through my work in sro hotels i've seen a variety of health issues that sro tenants face including secondhand smoke. when the opportunity came up for us to learn more about this, we took it. for about 6 months we surveyed 300 tenants who lived in sro's and apartments in all 11 districts to find out how much second hand smoke affected them and if they would be interested in a disclosure policy. we found 57 percent of tenants had neighbors who smoke in their units and of those people, 59 percent reported secondhand smoke drifts in their apartment. they reported having someone in their unit whose illness was made worse by secondhand smoke. many people didn't have enough information to make an informed decision about where they were moving. only 40 percent reported knowing when they moved in and 72 percent said they would want to know.

looking for a man who fled the scene of a fatal collision. the 34-year-old, moore, sped off in a bmw after officers pulled him over at 90th and bancroff. he t-boned a car at interstate 580. a female passenger in the lincoln was killed and three others were injured. the police arrested moore but his passenger got away. >>> across oakland, three people were killed in two separate cases early today. two men were fatally shot near downtown. a woman was stabbed to death in an apartment on walnut street. two men were fatally shot. neighbors say they heard arguing at the apartment where the woman was killed. a man with cuts to his hands was detained by the police. meantime, the authorities identified the victims of the double homicide as darryl armstrong and 19-year-old keith davis. both shot several times. oakland police have not made any arrests in this case. oakland has seen 130 homicides this year. that is 20 more than last year. >>> it has been chowdy -- cloudy and cold all day long. the temperatures have not moved too much. all day, you can see, a lot of 40s and lower 50s out there. 4
